Rose Baker is the Program Manager of the Workforce Assessment Center in the Office of Economic and Workforce Development for Penn State Outreach. The Workforce Assessment Center and the Institute for Research in Training and Development have a formal work relationship as a result of the Memorandum of Agreement between Penn State’s College of Education and Penn State Outreach to pursue the Penn State Workforce Education & Development Initiative. Dr. Baker also serves as Assistant Professor of Education in the Workforce Education and Development Program in the Department of Learning and Performance Systems in Penn State’s College of Education.
